- Field-moisture capacity
- The quantity of water which can be permanently retained in the soil in opposition to the downward pull of gravity.
- Field-moisture deficiency
- The quantity of water, which would be required to restore the soil moisture to field-moisture capacity.
- Filter strip
- An area of vegetation, generally narrow and long, that slows the rate of runoff, allowing sediments, organic matter, and other pollutants that are being conveyed by the water to be removed. Filter strips reduce erosion and the accompanying stream pollution, and can be a best management practice.
- Firn (firn snow)
- Old snow on the top of glaciers, granular and compact but not yet converted into ice. It is a transitional stage between snow and ice. Also called ne've'.
- Firn line
- The highest level to which the fresh snow on a glacier's surface retreats during the melting season. The line separating the accumulation area from the ablation area.
- Fiscal Policy
- Those federal-government expenditure, tax and borrowing decisions that affect the level of national economic activity.
- Fixed Costs
- The costs resulting from fixed inputs, sometimes called overhead costs.
- Fixed Inputs
- Inputs that do not change depending on the quantity of output, at least over the short term.
- Flaring
- The burning of waste gases through a flare stack or other device before releasing them to the air.
- Flash Flood
- A flood that occurs within a few hours (usually less than six) of heavy or excessive rainfall, dam or levee failure.
